In a bold and strategic move, the Jerusalem Institute of Health Sciences (JIHS) in Lira, Uganda has launched a powerful partnership with German employers to connect qualified Ugandan health professionals to the German labour market—a game changer for the country’s skilled labour export efforts.

🌍 From Lira to Germany: A New Chapter for Uganda’s Medical Talent

On December 21, 2024, JIHS signed a Memorandum of Understanding (MoU) with Meine Zukunft, a reputable German-based organization specializing in workforce development and international recruitment. The agreement sets in motion a program that will train, prepare, and place Ugandan health workers in Germany, one of the world’s leading economies with a growing shortage of healthcare professionals.

According to the MoU, the first batch of Ugandan nurses, midwives, and allied health workers is expected to leave for Germany by October 2025. These graduates will undergo intensive German language training, professional orientation, and clinical exposure—all tailored to meet German healthcare standards.


🏥 Why Germany?

Germany, like much of Europe, is grappling with an aging population and a shrinking workforce, particularly in the healthcare sector. To fill this gap, the country is opening its doors to skilled health professionals from countries like Uganda.

By tapping into Uganda’s growing number of trained healthcare workers, Germany gets the talent it needs—and Uganda gains access to well-paying, dignified, and globally competitive job opportunities.


🎓 What the Partnership Offers

The JIHS-Germany initiative is not just about sending people abroad; it’s about building capacity and global readiness at home. Students will benefit from:

  • Certified German Language Training (up to B2 level)

  • Cultural orientation for life and work in Germany

  • Practical skills alignment through electives and placements

  • Job readiness and support with placement processes

  • Direct employer linkages with guaranteed work contracts upon completion

This is a structured and transparent process—far different from informal or exploitative labour migration routes.


📈 Uganda’s Shift to Skilled Labour Export

This move aligns with Uganda’s broader ambition to diversify and professionalize its labour export sector. For years, Uganda has depended heavily on the Middle East for external employment, with most roles concentrated in domestic work and security. However, that trend is shifting.

Between 2016 and 2024, over 317,000 Ugandans found work abroad—84% of them women in domestic jobs. But in 2024, externalization dropped sharply due to stricter labor controls and market dynamics. Now, Uganda is actively seeking new bilateral agreements with countries like Germany, Canada, the UK, and Poland, aiming to promote skilled professionals such as teachers, engineers, plumbers, and medical workers.


🛡️ A Safer, Smarter Route Abroad

Unlike irregular migration or unscrupulous labor agents, this partnership offers:

  • A legal and structured migration pathway

  • Pre-departure training and preparation

  • Job security backed by formal contracts

  • Ongoing monitoring and support from both Uganda and German institutions

This is the kind of model Uganda needs to protect its workers, boost remittances, and grow the economy sustainably.
